I have an insurance question. Medi-cal and Denti-cal?

My husband and I already have medical insurance through his work, but the dental coverage requires a $1500 deductible. We obviously cant afford that. I heard of denti-cal but was wondering if in order to get that does he need medi-cal first? Thanks very much.
